台灣民眾黨國際事務委員會「俄烏戰爭後國際情勢及兩岸關係」國際事務研討會

各位貴賓,大家早安:
今天的主題是「俄烏戰爭後的國際情勢及兩岸關係」。第一場是從政治跟安全的層面來討論,第二場則是從經濟及科技的層面來看。
俄烏戰爭從今年的2月開打,到現在已經超過5個月。開打之前,沒有人知道真的會打起來。因為當時助理和幕僚問我說會不會打,我說:“應該是擺擺樣子,互相恐嚇。”沒有想到真的打起來。開打後大家認為應該會速戰速決,沒想到現在已經拖超過五個月。
到目前為止雙方,特別是烏克蘭,在人員的傷亡、財產的損失,都相當巨大。甚至對整個世界的影響,包括能源、糧食的供應,還有全球性的通貨膨脹,在開打的時候都不能預想的到。
疫情兩年多 來,各國一直印鈔票,所以通貨膨脹本來就可以預期。但是沒想到疫情開始趨緩的時候,俄烏戰爭開打,現在我覺得通貨膨脹是,比較嚴重地這種時事性通貨膨脹。
做為台北市長,我們最近這兩個月,每天晨會討論最多的項目是追加預算,因為我們已經編預算要執行的部分,現在還要額外追加110億以上。包括環狀線在內,幾乎全部都流標,而且一開始已經追加20%,為什麼廠商不敢投標?廠商說這個價錢目前可以,可是缺工缺料的問題,還有整個通貨膨脹,他說那個危機的原因,他風險太大。所以像捷運,一蓋要蓋十年。廠商說這個我們不敢冒險。現在只敢接像台積電,一兩年內會完工的廠房。
所以凡是那種長期的工程,現在每一個廠商的關心的重點都是風險,就算你的價格可以,但是風險超出他的預期,時間越長風險越難預料,所以沒有人願意投標。
所以表示這場戰爭,給全世界最大的一個暗示是什麼?叫做unpredictable(不可預料的)!這個風險是大家很難預測,特別是時間一拉長的時候。俄烏戰爭,台灣沒有直接參與,但是因為兩岸關係緊張,常常會被拿來做對照。有一個常用的說法「今日烏克蘭,明日台灣」。不過台灣位於第一道島鏈的樞紐位子,在整個印太地區有無可取代的地緣政治的地位。
這些年來,台灣的各項成就,特別在半導體產業,是全世界重要的資產,所以世界各國也不會坐視台灣成為下一個烏克蘭。但各國對台灣的重視,我們只能當作是一個善意,我們要掌握局勢的演變,畢竟「自己的國家自己救」。我記得這句話是太陽花學運時候的名言,到現在還是適用,所以外面對我們的善意、支持,我們當作additional(額外的),終究台灣的問題,還是要台灣自己去準備。
美國眾議院議長裴洛西女士,在三天前來訪台,當然遠來是客,我們歡迎她的來訪,也樂見美台關係的增進。但是大陸方面反應激烈,對台灣展開各種制裁,甚至包圍式的軍事演習、用武力恐嚇台灣人民。大陸口口聲聲宣稱台灣人民是同胞,可是面對美中衝突,現在轉過頭來嚇唬自己台灣人民,我們要表示譴責跟抗議。(大陸)不顧善良的台灣百姓,特別是農漁民和食品業者,因為此事再度蒙受重大損失。
我們還是要誠懇地呼籲大陸當局,你和美國對抗,不應該遷怒台灣的民眾百姓。台灣民眾不分黨派,都是愛好和平,也期望與世界交流合作。台灣的主體性、台灣的民主自由制度、台灣的安全、台灣人民的福祉,這些才是最重要的目標。要達成這些目標,台灣跟美、日、中甚至歐盟,都是世界上跟台灣友好的國家,都應該有暢通的溝通管道。
我認為交流可以增加善意,善意可以促進交流,最起碼也避免厄運螺旋的上身,這也是我明知有很多困難,還是堅持舉辦雙城論壇的理由。
我很高興我們今天,我們的國際事務委員會,在本黨慶祝三週年黨慶的今天,舉辦這個有意義的研討會。也邀請了國內外相關領域的專家,從不同的層面來探討台灣的因應之道。我們希望透過今天的討論,能夠提供外交跟兩岸政策行程的參考,目標就是要讓台灣趨吉避凶、邁向和平與發展。

The Statement of Taiwan's People's Party Chairman Ko Wen-Je 2022/08/06
Good morning, ladies and gentlemen:
As the Chairman of the Taiwan People's Party (TPP), I am honored to speak at the beginning of today's International Affairs Seminar, a series of events to celebrate our party's anniversary.
The main topic of this seminar is "The International Situation and Cross-Strait Relations after Russo-Ukrainian War ."The first session is "Politics and Security," and the second is "Economy and Technology."
The war between Russia and Ukraine started in February 2022. Its occurrence, scale, and length have exceeded the world's expectations. So far, both sides, especially Ukraine, have suffered immense casualties and property losses; The impact on energy and food supply and the worldwide stagflation is exceptionally significant.
As the Mayor of Taipei City, I must focus on supplementing the public construction budget. Due to stagflation, lack of material, and labor, every long-term project is at a high cost and risk. "Unpredictable" is the word that war brings to this world.
Taiwan is not directly involved in this war. But due to the tension with Mainland China. A singular saying appears, "Ukraine today will be Taiwan tomorrow."
Regardless, located at the hub of the first island chain, Taiwan has an irreplaceable geopolitical position in the entire Asia-Pacific region. Over the years, Taiwan's achievements, especially in the importance of the semiconductor industry chain, made it an essential asset for the whole world. Hence, the world will not sit back and watch Taiwan become the next Ukraine.
However, the global emphasis on Taiwan can only be taken as goodwill. After all, the duty to preserve one's country ultimately falls upon himself, and Taiwan must make plans for its unique tribulations.
Ms. Nancy Pelosi, Speaker of the United States House of Representatives, concluded her visit to Taiwan three days ago.
We welcome her visits and are delighted the see the progress of the Taiwan-U.S. relationship.
Nevertheless, Mainland China has reacted fiercely. They launched sanctions of all kinds and surrounded Taiwan with military drills, threatening the people of Taiwan with force. Taiwan's innocent and kind people, especially the agriculture, fisheries, and food industry, have suffered significant losses because of this incident. For this, we appeal to Mainland China Authority, don't shift your anger onto Taiwan when confronting the United States. The people of Taiwan, regardless of party affiliation, value peace and seek to cooperate with the world.
Taiwan's identity and democratic and liberal system, Taiwan's security, and its people's well-being are essential objectives. To achieve these goals, Taiwan should maintain smooth communication with the U.S., Japan, Mainland China, and even the EU and with others friendly to Taiwan.
I firmly believe communication fosters benevolence and avoids the spiral of malice. And this is the reason I organized the Taipei-Shanghai forum against all odds.
I am pleased that the TPP's International Affairs Committee has organized this meaningful seminar on our party's third anniversary. They invite experts from various fields to discuss the next step of Taiwan's responses. This seminar aims to enable Taiwan to avoid peril while moving towards peace and development. Thank you.
